Department leaders gave the Social Services Committee an audit status update on April 27, reviewing the California Department of Social Services (CDSS) on‑site visit, referral backlogs, staff surveys and implementation work on audit recommendations.
Staff said CDSS conducted on‑site focus groups and interviews in late March and completed a case review (cases/referrals from 07/01/2025–03/13/2026) with about 77 cases selected; the county expects a findings report and recommendations for response in roughly 12 weeks.
At a point‑in‑time count recorded 04/07/2026, staff reported 1,613 referral investigations had been open more than six months; staff emphasized that the number fluctuates daily and noted a special group is addressing older referrals. The presentation also summarized investigation workflow categories (first contact pending, in‑progress documentation, pending closure) and reiterated that figures represent a snapshot.
On staffing, the department reported recent hires since 2024 through 2026 include 11 bachelor's‑level and 13 master's‑level hires; staff acknowledged attrition and ongoing continuous hiring and recruitment campaigns (Comcast ads, social media) and scheduled upcoming civil service exam dates. The department also described staff safety and culture surveys, planned focus groups and a June 2026 action plan to address feedback.
Staff said 6 of 15 audit recommendations are fully implemented and 9 are pending, some awaiting children being placed at the transitional shelter care facility or resolution of meet‑and‑confer processes. The county's 12‑month progress report is due 09/23/2026.
