Spokane County outlines HUD annual action plan, opens 30‑day public comment period

County planning staff briefed the Spokane County commissioners on the draft annual action plan for HUD entitlement funds on May 5, describing how the county plans to allocate Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME) and Emergency Solutions Grant (ESG) dollars for program year 2026–2027.
The presenter said the draft anticipates about $2 million for CDBG and more than $1 million for HOME, with ESG allocations to be determined; staff noted those figures include the entitlement award plus program income and prior‑year resources where available. The county held an RFP for supplemental CDBG funds and the advisory committee recommended several projects; staff said they received about seven applications for the supplemental round.
"We have the regulatory timeline to have it in by May 15," the presenter said, and staff told the board the public comment period for the draft was open at the briefing and would close on May 11. Staff said they intend to place the plan on the board’s legislative agenda to transmit the action plan to HUD on May 12 after closing the comment period.
Staff also said HOME and ESG funds had not yet been fully allocated and that the county expects to hold additional RFPs before finalizing those programs; they asked commissioners to review the full draft plan in the meeting packet and said they would forward any public comments to commissioners before legislative action.
