Independent evaluator: OFCY launches 12‑site beta for outcomes reporting and plans site visits

Katie Kramer, independent evaluator from the Binging Group, briefed the POC on April 15 about a rolling beta test of new outcomes reporting that includes 12 voluntary pilot sites. Kramer said the pilot will inform citywide rollout of outcome measures and noted the evaluation team will conduct site visits, engage young people in evaluation activities and interview frontline staff.
Kramer described the pilot as voluntary and stressed that pilot sites are not receiving additional funding to participate. "We are currently in the process of launching our beta test with the new outcomes with 12 pilot sites," she said, adding evaluators expect to engage more than 200 children and youth and interview roughly 25 frontline staff as part of the site visits.
Staff described supporting activities for all grantees, including trainings and tip sheets to strengthen agency outcome reporting in CitySpan; weekly evaluation office hours were made available to both pilot and non‑pilot grantees. Staff said the goal is to move partners from activity reporting toward clearer outcome measures that capture whether young people are better off.
In the same administrative segment, staff noted a partnership with Recast to distribute $200,000 in mini‑grants to community projects; award levels are $5,000, $10,000 and two $25,000 awards and require a fiscal sponsor. Staff clarified that youth and non‑youth may apply and that application guidance and trainings will be posted on OFCY’s website.
What’s next: evaluators will finalize pilot guidance and roll out the beta reporting in CitySpan; staff will continue training and provide the POC with evaluation materials and expected timelines for broader implementation.
