The Oakland Wildfire Prevention Commission on April 16 approved two subcommittees and welcomed a temporary Measure M manager as it ramps up oversight of spending and operations.
Chair Grossman moved and the commission voted to create a subcommittee to draft the Measure M expenditures report to City Council. The motion named Commissioners Stage, Bullock, Robbins and Chair Grossman as members; the motion passed on a roll call vote. The commission separately approved a subcommittee focused on evacuation routes, emergency planning and operations, naming Commissioners Foley, Robertson and Chair Grossman.
Clinton Pugh, Park Services Manager, introduced Kevin Charles as the acting park supervisor assigned to Measure M clearing on a 90‑day rotation. Charles described his horticultural training and said he has spent the past year working on brush clearing along Skyline and other roadsides. He told commissioners he will review CEQA mitigation commitments, consult with community stewards, and identify pockets of native micro‑ecosystems to protect before clear‑cutting.
Commissioners discussed expectations for subcommittee deliverables. Staff said packets for the May meeting must be finalized by the Friday before the meeting (May 15) and asked the subcommittee to aim for a draft report in time for that packet. The clerk clarified subcommittee communications may take place outside public meeting rules provided final findings are reported publicly through the full commission.
Next steps: the Measure M expenditures subcommittee will draft a report to City Council for consideration; staff will confirm recruitment timelines for the full‑time Measure M manager and return with a timeline for the Power BI map and lease reviews.
