Evanston council approves street overlay contract, annexation process and audit engagement

Staff said the petition complies with state statute and recommended establishing a public hearing; council approved beginning the annexation process and setting future hearing dates as required by statute.
The council also accepted an engagement letter with Porter, Muirhead, Kornea & Howard to provide audit services for the fiscal year ending June 30, 2023; staff explained single‑audit thresholds for federal funds and said the firm has been used previously.
Other consent items — including a parade route, a limited malt beverage permit, a roadway naming and a traffic code amendment (Ordinance 23‑04) on third reading — were approved as presented.
