COMAL ISD reports B accountability rating, 97.9% graduation rate in 2024–25 annual report

Staff reported enrollment of 29,839 students for the reporting cycle, with the largest student groups listed as 49.7% White and 40.7% Hispanic. The four‑year graduation rate for the district was presented as 97.9% and the annual dropout rate 0.3%.
The annual report highlighted career and technical education participation (CTE enrollment at 74.3%) and noted the district’s college, career and military readiness (CCMR) benchmark: for the class of 2024, 80% of graduates met CCMR readiness standards, an increase of 9 percentage points from the prior year. District staff also noted a 100% STAR participation rate for that reporting period.
Trustees asked for clarifications about the military‑connected student population (reported at 15.3%) and how higher‑education follow‑up measures such as 'trackable' vs. 'not found' are defined; staff indicated those definitions come from the Texas Higher Education Coordinating Board and offered to provide follow‑up data. Trustee questions also probed how the district measures 'accelerated learning' and engagement metrics; staff described accountability growth calculations and campus walkthroughs that feed the district measures.
The presentation concluded with a recognition that this was Courtney Witherell’s final board meeting; staff said Witherell will retire at the end of the month after 33 years of service, 18 of them at COMAL ISD.
