The City of Commerce council voted April 28 to award a construction contract to Hart Design Build Inc. for the Gateway Monument and associated landscaping on the southbound I‑5 off‑ramp at Eastern Avenue.
Public Works Director Shahid Abbas said the location is in Caltrans right‑of‑way and required an extended Caltrans review that was recently finalized. The project was advertised in February and produced four bids; Hart Design Build was determined the lowest responsive and responsible bidder at approximately $1.2 million. Including contingencies and construction management and inspection costs, staff estimated a total project cost of roughly $1.54 million. Abbas told the council the funds are available in the approved Capital Improvement Program.
Council moved and approved the contract award along with authorization for construction management and contingencies; staff said the project is expected to be completed by the end of the year and that no off‑ramp closures are anticipated during construction due to available work space subject to an approved Caltrans traffic control plan. Maintenance of the monument and landscaping will be covered by executed maintenance agreements with Caltrans.
The motion passed without objection.
