Council approves $1.64 million supplement for Bothell Way NE multimodal design; one member recuses

The Bothell City Council on April 21 approved a resolution authorizing the city manager to execute Professional Services Supplement No. 5 with WSP USA Inc. for additional design services on the Bothell Way NE Multimodal Improvements Project.
Supervising capital project engineer Rita Lehi (speaker 28) told council the supplement covers additional survey work, utility potholing, traffic and geotechnical analysis, storm drainage and retaining‑wall design, environmental permitting and utility coordination. Lehi said the supplement increases the design contract by about $1.64 million and brings total design and right‑of‑way services to roughly $10.5 million; she characterized that amount as about 10% of the project’s estimated $100 million construction cost, within typical industry ranges.
Council member Dodd moved the resolution; Deputy Mayor Aldurks seconded. Council member McCurdy disclosed a potential appearance of conflict and recused himself, saying his spouse holds a retirement account tied to WSP. The measure passed on roll call, 6–0 with one recusal.
Lehi said capital‑project staff will return as needed to answer technical questions during later phases of design and procurement.
