City holds public hearing on draft 2026–27 CDBG/HOME annual action plan; staff to return with final funding numbers

Mary Jo Alonso, the housing program manager, presented the draft 2026–27 Annual Action Plan for federal Community Development Block Grant (CDBG) and HOME program funds administered by HUD. Alonso said the draft reflects the city's five‑year consolidated plan priorities and public engagement from stakeholders; proposals include homeowner rehab, sewer connection assistance, tenant‑based rental assistance (TBRA), continuing support for Turning Point Commons rehabilitation and a reserved allocation to support a Humboldt Senior Housing affordable rental project that uses county disaster recovery funds.
Alonso presented draft funding estimates—CDBG roughly $993,000 and HOME roughly $573,000 in the draft—but noted HUD released final allocations after the plan was prepared and staff will bring an updated final plan at the second public hearing (scheduled May 19 in staff’s presentation). The public comments period remains open tonight and in writing; staff described the ad hoc citizens advisory committee process that recommended awarding two highest scoring public service applicants larger grants and distributing remaining funds across applicants.
Council asked clarifying questions about the number of applicants and a withdrawal; the clerk confirmed one of seven applicants withdrew. Council then accepted the recommendation to proceed to a final hearing next month.
