Council approves sidewalk and transit-center repair contracts in consent calendar

The Norwalk City Council approved multiple consent-calendar contract awards on April 7, including a citywide sidewalk and concrete repair contract (project 3302) and improvements to the security office at the Norwalk–Santa Fe Springs Transit Center.
Public-works staff presented project 3302, reporting 17 bids with 11 found nonresponsive and naming CJ Concrete Construction as the lowest apparent bidder. During the staff presentation the lowest apparent bid was stated as $305,150; council discussion referenced the high public interest in sidewalk repairs, tripping hazards, and the need to communicate project timelines to residents.
Staff also recommended awarding a contract to Genesis Builders to perform safety and tenant improvements at the transit-center security office. The proposal presented was $59,701, and staff recommended adding a 25% contingency for a total not-to-exceed amount provided in the staff report (approximately $74,676). Staff said funding is available in the FY25–26 public-services budget and that no general funds would be used for project 3302 (funds coming from Measure R and Transportation Development Act Article 3 funds).
Councilmember Tony Ayala moved the consent calendar and Mayor Perez seconded; a unanimous roll-call vote approved the consent items (Councilmember Zayala: Aye; Valencia: Aye; Vice Mayor Rios: Aye; Mayor Perez: Aye).
Staff said project 3302's work includes removal and replacement of sidewalks, curbs, gutters and curb ramps and estimated a late-April 2026 start with completion by June 30, 2026, subject to procurement and notice-to-proceed scheduling.
