Commissioners approve Downeast Home Consortium annual action plan, clearing way for HUD HOME and CDBG funding

Cornelia McGee, director of housing and community development for the city of Rocky Mount, told the county board that the Downeast Home Consortium’s draft 2026 annual action plan outlines the use of HOME and Community Development Block Grant (CDBG) funds across participating jurisdictions, including Edgecombe County. McGee said the consortium expects to receive about $377,993.36 in HOME funds and Rocky Mount anticipates $515,443 in CDBG funds for the coming program year.
McGee said the plan proposes activities such as single‑family housing rehabilitation, homebuyer assistance, scattered‑site rehabilitation in participating towns, public services and administration. She also described proposed substantial amendments that would transfer $201,703.70 in CHDO (Community Housing Development Organization) set‑aside funds from earlier program years (2018–2020) into down‑payment assistance to ensure timely expenditures.
"Upon receipt of the actual 2026 HUD award amounts, the city will adjust the budgets accordingly," McGee said, and added that after Rocky Mount city council review she anticipates submitting the annual action plan to HUD in mid‑May.
Commissioners asked staff to clarify the CHDO reallocation and living timeframes for federal funds; McGee explained CHDO set‑aside rules and the eight‑year spending windows that require reallocations when projects are delayed. County Manager Evans and McGee noted the consortium’s lead agency is Rocky Mount and that Edgecombe County jurisdictions would receive targeted HOME dollars for scattered‑site housing rehabilitation and homebuyer assistance.
There were no public comments on the plan at the hearing. Chair Leonard Wiggins called for a motion and the board approved the annual action plan by unanimous voice vote, authorizing staff to forward the plan to the consortium lead and proceed with the public‑notice schedule described in the presentation.
