Bossier City Council approves multiple appropriations, job hires and a $2 million Barksdale Boulevard sidewalk grant

Council President opened the March 31 meeting and apologized to the mayor, staff, council and citizens for conduct at a prior meeting, saying the council will ‘‘make you proud as citizens of Bossier City’’ as it moves forward.
The council adopted a slate of final‑reading ordinances and resolutions covering budget amendments and capital appropriations. Actions approved included amending the 2025 state and federal grants fund and riverboat gaming trust fund budgets; adding one full‑time position to the civic center fund; appropriating $150,000 from the Sewer Capital and Contingency Fund for repair and preventative maintenance at the Red River Wastewater Treatment Plant; and supplying a $60,000 supplement for the purchase of a sewer vacuum combination truck and jetter trailer for the public utilities department.
Members also approved an agreement to allow Mayor Thomas H. Chandler to execute a winter‑storm emergency preparedness contract with the Louisiana Governor’s Office of Homeland Security and Emergency Preparedness and authorized a contract with Shreveport Communications for maintenance of various city systems.
The council appropriated $300,000 from the 2026 Emergency Medical Services capital fund to complete a vehicle maintenance building for the Bossier City Fire Department and approved a $261,470 appropriation for design of the Adidas Ditch Detention Improvements Project. The council voted to remove previously appropriated funding to the United Way of Northwest Louisiana from the 2026 general fund.
A property transfer moving Lots 89 and 10 in the Nellie Subdivision to Kenneth Carrington for $10,554.72 was approved under Louisiana Revised Statute 33:4712.
Councilmembers approved several personnel items: a resolution authorizing the hiring of one warehouse parts clerk in the garage and a resolution authorizing Parks and Recreation to fill a maintenance worker position and backfill resultant vacancies.
On transportation, the council authorized the mayor to enter into a state agreement with the Louisiana Department of Transportation and Development for the Barksdale Boulevard sidewalk project. Staff said the grant award is $2,000,000 and that the city will be responsible for a 20% match. Councilmembers asked detailed questions about where the sidewalk will begin and end, whether it will be on the north or south side and how ADA compliance and crosswalks will be handled; staff responded that the project will start near Central Park Drive by I‑20 and end at Westgate, that the alignment will be a combination of both sides of the road and that ADA upgrades are planned where existing concrete is not compliant.
Several items were introduced on first reading, including an ordinance to appropriate $275,000 from the disaster reserve fund for the January 2026 ice storm and an ordinance authorizing the mayor to execute a commissary services agreement with CTC Commissary LLC. All routine motions to introduce or adopt items were carried without recorded opposition.
The meeting concluded after routine reports and a public‑works update; the Council President extended holiday wishes for Easter and adjourned the meeting.
