Bill Lyle, a citizen, told the council the new wave pool (opened May 2023) "doesn't hold water 3 years after you got done building it" and urged the council to scrutinize procurement and engineering decisions. City staff responded that geotechnical reports and standard procurement processes were followed, that shifting occurred in the structure and that the construction warranty had expired in May 2025. Staff said the proposed repairs include re‑plastering with a product warranty and a one‑year repair warranty.
Because the pool needed repairs to open for the summer season, staff asked the council to ratify expedited repairs estimated at about $156,000 (to Sunbelt Pools, via an existing contract). Council approved the ratification 6–2; some council members requested staff consult with legal about whether cost recovery action against contractors or designers is feasible given that warranty periods had expired.
What happens next: staff will proceed with the repairs to meet the Memorial Day opening target and will follow up with legal staff to examine recovery options.
