Henry County commissioners spent substantial time on Dec. 2, 2025 reviewing the county's proposed 2026 budget and hearing departmental requests. County Engineer Tim Schumm, representatives from Hope Services, the Henry County Transportation Network, Susann Sheaffer and Shannon Jones of Job and Family Services (JFS) presented their budget proposals. Joe Krueger requested $2,500 for Parks to support 2026 operations.
Commissioners discussed trimming a few budget lines to increase the transportation line item to reflect service needs. Stephanie Honeck presented the Transportation Network budget and accompanying financial packet (see the Transportation Network report) and noted submitted grant applications intended to support future operations.
Presenters summarized operating needs across personnel, vehicle and service accounts. The minutes do not record detailed back-and-forth debate or specific dollar-by-dollar amendments other than the Parks request and the board's general direction to increase the transportation allocation. The Board held a brief executive session later in the agenda to discuss personnel compensation; no action followed the session.
