Director Solomon presented the staff report, explaining the site is an existing 10,000‑square‑foot early education center approved in 2019 with an addition approved in 2025. Solomon said the proposed change "is just for the parking on this side" and noted the property is not adjacent to residential parcels, which the zoning code treats differently. Staff recommended approval with two conditions listed in the staff report and said no public comment had been received.
The council opened the public hearing on agenda item 8.1, received no speakers, and moved to act. The motion (recorded in the minutes as moved by 'Roberts' and seconded by Missolia) carried on a voice vote and the amendment was approved.
The approved change modifies only the parking‑lot setback on the south and east sides of the site; other setbacks and development parameters remain unchanged under the site’s conditional‑use permit.
