Henry County commissioners approve $1.35 million road payment, budget adjustments and contract authorization

The Henry County Board of Commissioners unanimously approved a series of routine finance and contracting items at its Nov. 13, 2025 meeting, including a $1,346,841.22 payment to a contractor for 2025 road improvements.
President Glenn A. Miller, Commissioner G. Jeff Brubaker and Commissioner Joel A. Miller were present for the session, which opened with the Lord’s Prayer and the Pledge of Allegiance. Acting Clerk Anna M. Musshel attested the minutes.
The board approved budget adjustments after a motion by G. Jeff Brubaker, seconded by Joel A. Miller; the motion passed unanimously. The commissioners also approved "Then & Now" purchase orders — an accounting mechanism that authorizes payment for invoices from a prior fiscal period — on a motion by Joel A. Miller, seconded by G. Jeff Brubaker; that motion passed unanimously as well.
In the meeting’s largest financial action, the board approved payment to Henry W. Bergman, Inc. for 2025 road improvements in the amount of $1,346,841.22. The motion to approve the payment was made by G. Jeff Brubaker and seconded by Joel A. Miller and carried by a unanimous vote.
The board additionally authorized President Glenn A. Miller to sign a utility service contract for the property at 614 N. Perry Street in Napoleon, Ohio; that authorization was approved on a motion by G. Jeff Brubaker, seconded by Joel A. Miller.
Commissioner Joel A. Miller moved, and G. Jeff Brubaker seconded, that the board enter executive session to discuss security matters; the transcript records a 3-0 vote to enter executive session and notes that no action resulted from that session.
There being no further business, the board adjourned until the next regularly scheduled meeting or upon call of the president.
