Henry County commissioners approve budget adjustments, ditch maintenance rates and PUCO recertification; Humane Society requests $50,000

The Board of Henry County Commissioners met Jan. 27, 2026, and approved four resolutions covering budget adjustments, 'Then and Now' payments, the county's 2026 ditch maintenance rates and signing a PUCO aggregate recertification. President Glenn Miller and Commissioners G. Jeff Brubaker and Joel Miller voted unanimously on the measures.
At 9:06 a.m., Commissioner Joel Miller moved and Commissioner G. Jeff Brubaker seconded a motion to enter an executive session for security matters; no action was taken following that session and the recorded vote was unanimous in favor of entering the session. The board later approved Resolution A (budget adjustments) and Resolution B (Then and Now payments), both moved by Commissioner G. Jeff Brubaker and seconded by Commissioner Joel Miller; both motions were approved unanimously.
Joe Taylor, representing Soil and Water, presented proposed 2026 ditch maintenance rates earlier in the meeting. The board approved those rates as Resolution C after the presentation; the motion for Resolution C was made by Commissioner G. Jeff Brubaker and seconded by Commissioner Joel Miller and was approved unanimously.
Amy Hoffman of Palmer Entergy presented on aggregate recertification for PUCO filing. The board approved Resolution D, authorizing signing the PUCO recertification for aggregate; that motion was moved by Commissioner Joel Miller, seconded by Commissioner G. Jeff Brubaker and approved unanimously.
Krystyll Harden, of the Henry County Humane Society, appeared via Zoom and was joined in person by Mike Dewit to request $50,000 for operational expenses. Harden told the board she would contact Tracy to review the organization's recent spending and budget history; no vote or formal action on the funding request is recorded in the minutes.
Kristi Schultheis is listed as clerk on the meeting record. The meeting adjourned at 11:02 a.m. until the next regular meeting or upon call of the president.
