The proposal totals $1.7 million over four years, with an estimated $500,000 directed to a burn building already procured, about $300,000 per year for training delivery, and roughly $50,000 per year to offset employee costs. The program would partner with local colleges for EMT and paramedic training and proposed a 50% price match.
Staff said the county could facilitate the effort because it has the facility and personnel to host larger courses locally rather than sending participants out of state. A review committee that includes local chiefs and a PSP representative will evaluate proposals; staff intend to finalize MOUs with Southeast New Mexico College, Eastern New Mexico and New Mexico Junior College and bring a contract to a future agenda for approval.
Commissioners expressed support and asked staff to finish contract details and return the item for formal action.
