Staff and commissioner questions focused on how positions would affect customer service and funding sources. Cheryl Reed, director of Community Development, said the three positions were recommended by the consultant Plant Moran and described the roles: a sixth permit technician, an operations manager, and a development services application coordinator whom customers would contact for portal and application issues. On funding splits for the coordinator, staff said the position would be 60% funded from the construction services fund and 40% from the general fund.
Vote and next steps: A motion to approve Ordinance 2026‑18 on first reading and set a public hearing for May 19, 2026 passed via roll call 6‑0. Staff said detailed revenue and expenditure adjustments are included in an appendix to the ordinance and are available in the commission packet. The ordinance returns for second reading/public hearing on May 19, 2026.
