Board approves interim agreement for NEST water project, budgets $1.7 million for 2026

The presenter said the interim agreement will fund permit protection, final design work for Glade Reservoir, early design for the smaller reservoir (Gilpin/Galton), conveyance work and mitigation, and early contractor engagement.
"The project is about 40,000 acre feet of annual yield of new water for Northern Colorado providers," the presenter said, and added that the town has participated in the project since 2008. For 2026 the presenter said the budgeted amount for the interim agreement had been about $1.9 million but the proposed cost for the remainder of the year is $1.7 million.
Trustees asked clarifying questions about schedule and scope; the presenter said the 2026 work covers permit protection, design tasks, and initial contractor talks to better understand construction cost contingencies. A trustee moved to approve Resolution 26 R 17 and another seconded; the board recorded a 5-0 vote adopting the resolution.
The board’s approval authorizes the town to continue participation under the interim agreement through the remainder of the year; the presenter said the work is intended to refine cost estimates and keep project permitting and design moving forward. The resolution passed with unanimous support.
