Frederick awards 2026 pavement maintenance contract to Western Plains Construction

The Board of Trustees unanimously approved Resolution 26-R-14 to award the town's 2026 pavement maintenance program contract to Western Plains Construction after a presentation from public works staff.
Public Works explained that the program uses a pavement management system and aims to protect primarily arterial roadways through crack-seal, mastic crack seal, asphalt patching and striping rather than large-scale mill-and-overlay on this cycle. Staff said the town follows a roughly five-year cycle to protect streets through targeted maintenance.
Staff identified project locations including newer sections of Tipple (between East Frontage Road and Silver Birch), Godding Hollow Parkway (between Colorado and East Frontage Road), and patching work on Ridgeway Boulevard, as well as identified areas in Wyndham Hill, Eagle Business Park and Summit View Estates. Banding the work to arterial corridors is intended to maximize long-term asset protection.
"Western Plains Construction was identified as the lowest qualified bidder of six," Public Works staff said, noting that the work plan includes crack sealing, patching and re-striping across the project map.
Staff also described community coordination measures required by the contract: contractor notification of town event schedules, door-hanger notices for properties near more disruptive work, 72-hour no-parking signs when needed, variable message boards on major arterials, and web and social-media updates. For more disruptive slurry or patching operations, staff said contractors typically attempt door-to-door notification and the town will coordinate with police if vehicles must be moved or towed.
Trustees asked about timing relative to bird-nesting seasons in the northern Windham Hill area; staff said the bulk of the listed work is scheduled to avoid those seasonal impacts or will be coordinated accordingly.
The motion to award the contract was made, seconded and approved on a 4-0 roll call.
Next steps: staff will finalize contract documents with Western Plains Construction and post project updates and street-by-street notifications on the town website and through usual communications channels.
