Resident tells Frederick trustees groundwater has damaged his home; staff to investigate

Mark Armstrong, who said he lives at 218 4th Street in Frederick, addressed the board during public comment and described persistent groundwater intrusion that has required three sump pumps and more than $30,000 in basement repairs.
"I've put over $30,000 into my basement trying to save my house," Armstrong said, describing pumps running continuously and cracking sidewalks and foundation concerns he attributes to high groundwater since the 2013 flood.
Armstrong said he had previously asked the town for a survey and had not received results; he asked whether the town could provide interim help or guidance while he pursues a permanent French-drain solution. Town staff and the mayor said staff would investigate, that a staff member is scheduled to meet at the resident's home, and that the town would follow up with an administrative report to the board.
Town staff noted they would review the totality of the issue, coordinate a site visit and provide an update; no financial assistance or specific mitigation plan was announced at the meeting.
