Frederick trustees adopt updated building code aligning town rules with 2024 ICC standards

The Town of Frederick Board of Trustees voted 4–0 on Jan. 21 to adopt Ordinance No. 1408, a package of updates to the municipal building code that staff said will improve clarity for contractors, align local rules with the 2024 International Code Council (ICC) building codes and eliminate outdated provisions.
Mike (presenting staff), introducing the second reading and public hearing, told trustees the ordinance "improves organization and clarity of the municipal code, aligns local regulations with the state and 2024 ICC building codes, [and] eliminates outdated and duplicate provisions" and outlined a timeline that targets adoption on March 1. He said applicants could submit permits under the new or old code beginning Jan. 30 and that the old code would remain available through March 31 to allow a transition period.
David Quackamush, representing the Northern Colorado Home Builders Association, attended the hearing and said the association would not oppose the changes. "By no means are we trying to be an adversarial organization to building code," he told trustees, and he urged ongoing, proactive coordination between builders and town staff.
Trustee (mover) 11 offered the motion to approve the ordinance; staff member Brian seconded. The roll-call vote recorded "yes" from Trustee Mahan, Steve March (Trustee), Trustee Lamont and Trustee Padilla; the motion passed 4–0.
The ordinance package as presented updates licensing of building contractors, adds an article for engineering design standards and amends Chapter 18 of the municipal code for building regulations. Staff said the changes are intended to provide clearer expectations for contractors and greater consistency for reviewers and permit applicants. Mike said he had engaged builders and contractors during outreach in October and again at prior meetings, and he offered to continue meetings with interested stakeholders.
The board did not hear opposition at the public hearing and directed staff to provide continued communication with the building community as the town moves toward adoption.
What happens next: The town will pursue formal adoption steps with an effective date target of March 1; permits may be submitted under either code starting Jan. 30 and the old code will remain an option through March 31 before the new code becomes the sole standard.
