Frederick opens public hearing on building-code overhaul; second reading set for Jan. 21

The Town of Frederick Board of Trustees opened a public hearing on Ordinance No. 1408, a package of municipal-code updates that reorganizes building-code chapters, adopts the 2024 family of International Code Council (ICC) codes, and includes amendments such as the Colorado Wildfire Resiliency Code and model electric- and solar-ready requirements.
A staff presenter summarized the changes and timeline, saying the updates will improve code clarity, align local requirements with forthcoming state changes, and institute contractor-licensing clarifications. Staff told trustees the proposed ordinance would require residential fire sprinklers in one- and two-family dwellings located in dense developments (homes closer than 10 feet apart) and provide clearer guidance for sprinkler design.
Staff said that, based on recent building activity, the sprinkler change would have had a minimal impact last year — potentially affecting one or two homes — and that the town plans a 30-day prior and 30-day after grace period around an expected adoption date near March 1. The Northern Colorado Home Builders Association submitted a letter entered into the record expressing concerns about sprinkler mandates; staff acknowledged the letter and said they will address implementation questions.
No members of the public signed up to speak during the hearing. The board closed the hearing and confirmed that the second reading and final action on Ordinance No. 1408 will be held Jan. 21, 2026.
