Planning commission recommends broad zoning 'cleanup' ordinance to mayor and board
Summary
Commissioners voted to recommend Ordinance 2026‑01, a multi‑theme package of zoning and town‑code fixes that adds neighborhood meeting requirements, creates a conditional‑use review for drive‑throughs, provides flexibility on parking/loading standards, and addresses solar, EV stations, food trucks, pools and accessory structures.

The Collierville Planning Commission recommended Ordinance 2026‑01, a package of zoning and town‑code clarifications and updates staff described as a periodic “cleanup” to reflect state law changes and local priorities.
Jamie, a planning staff presenter, told commissioners the ordinance covers seven themes: (1) updates required by state law including Board of Zoning Appeals records and vesting; (2) added neighborhood meeting requirements for rezonings and conditional use permits so neighbors see proposals earlier in the process; (3) flexibility in design standards to allow alternative equivalents for buffers or landscaping where appropriate; (4) requiring conditional use permits for drive‑through uses so the planning commission and mayor and board can weigh location and traffic impacts; (5) greater flexibility in the parking formula with expectation of engineered parking demand studies when relief is sought; (6) emerging trends such as utility‑scale and accessory solar and standards for EV stations and food trucks; and (7) refinements to accessory structures, fences, and corner‑lot standards.
Jamie said the changes aim to close gaps—such as a loophole that left trailers and some heavy equipment unregulated—and to produce clearer language for municipal court enforcement. Regarding swimming pools, Jamie said the draft moves pools into accessory structure rules, adds two baseline standards (not in easements; maintain 5‑foot property‑line setbacks) and that staff can develop stronger drainage language if the commission requests.
A motion to recommend Ordinance 2026‑01 as drafted was made, seconded and approved by roll call. The action is a recommendation; the mayor and board will consider the ordinance on separate readings.
