Frederick approves $45,000 purchase for Colorado Boulevard/Bella Rosa intersection improvements

The Town of Frederick Board of Trustees authorized staff on April 1 to acquire a portion of the Cleaver property at 9031 Colorado Boulevard for intersection improvements at County Road 13 & 20 (Colorado Boulevard and Bella Rosa Parkway). The motion (Resolution 26R-16) passed 4-0.

Staff said the property acquisition will allow construction of pedestrian sidewalks on the north side of Bella Rosa Parkway, a right-turn lane, drainage improvements and a new traffic signal. The negotiated purchase price is $45,000, supported by multiple third-party appraisals and consistent with CDOT right-of-way acquisition procedures.

Staff noted the project is funded in part through a Surface Transportation Improvement (STIP) grant awarded in 2024; staff also said the grant extends through 2027, which allows the town to refine the project schedule without losing funding. Anticipated construction was described as spring 2027, and staff said the town's strategy is to go out to bid in winter to attract competitive bids and have the project shovel-ready by spring.

The acquisition will be coordinated with the Town of Firestone, which is a 50% partner under the intergovernmental agreement for the signal and associated work; staff said the signal itself will likely be partitioned to Firestone and the town will retain sidewalk improvements on its side.

Next steps include completing the memorandum of agreement, coordinating IGA details with Firestone, and scheduling the property closing and right-of-way recording so the project can proceed to bidding.
