Erie council approves rollovers and supplemental appropriations in voice vote

The Erie Town Council voted to approve a resolution providing for supplemental appropriations and rollovers for the 2026 fiscal year after a staff presentation and council questions.
Finance Director Sarah Hancock told the council the presentation split items between rollovers (unspent 2025 project funds to be applied to ongoing work) and supplemental appropriations that increase the 2026 budget because of unforeseen needs. Budget and Fiscal Manager Cassie Bethune said the only major change to the fund-balance projections since the fall was the general funds beginning balance, which staff currently estimates to be roughly $10,000,000 higher than previously projected; she cautioned that year-end numbers are not final until the audit.
Hancock and Bethune reviewed rollovers across multiple funds, highlighting water projects (zone tanks and transmission mains), Erie Lake repairs, Scofield Farm work, floating solar at the North Water Reclamation Facility, and transportation-impact roundabouts for North and South Town Center. The council discussed the presentations display of beginning balances and the mechanics of rollovers; Bethune explained the appearance of "double accounting" results from timing and the use of preliminary figures, which staff will refine for the next supplemental in April.
Council members also discussed a roughly $1.314 million amount referenced for affordable-housing funding that is being rolled over; councilors said they would hold a study session to consider priorities and any required local matching funds before committing the money to a specific project. Staff confirmed many rollovers are grant-funded and noted that the review is intended to narrow what actually needs to be carried forward.
After public comment was closed, the council moved, seconded and approved resolution 26049 by voice vote; the mayor declared the motion carries. The record shows the motion passed by affirmative voice votes with no recorded 'no' votes on the floor.
