Simi Valley council authorizes up to $150,000 for arts and culture master-plan consultant

The Simi Valley City Council voted unanimously to authorize staff to prepare and issue a request for proposals to select a consultant to create an Arts and Culture Master Plan and to authorize the city manager to execute an agreement not to exceed $150,000.
Deputy community services director Anna Medina told council the plan will inventory existing cultural assets, recommend public-art and programming strategies, explore potential cultural facilities and identify funding and partnership opportunities. Staff said community engagement with residents, artists and businesses will be a core task for the consultant, with work beginning in late 2026 and final adoption expected in 2027.
Council members praised the initiative, urged robust citizen input and asked that the Cultural Arts Commission be involved in selection and outreach. Staff said the RFP will include scoring criteria beyond cost and expected timelines for the consultant selection process.
The motion passed unanimously.
