Staff: Hangar development partner selection headed to council exec session May 12; Lockheed to present

A staff member told the Erie Airport Economic Development Advisory Board on April 16 that staff recommendations for the Hangar Development Partner RFP will be presented to town council in executive session on May 12, with Lockheed scheduled to present.
"The Erie Airport Hangar Development Partner RFP selection negotiations are on, and are in executive session for May 12," the Staff member said, briefing the board on next steps. The staff member said that town council will consider staff recommendations and that, if the council affirms a selection, the next step would typically be a development agreement that becomes public record.
Why it matters: a development agreement could define timelines and obligations for constructing hangars and for related airport work. The staff member said it may take time to negotiate a development agreement and that sequencing could be affected by whether the airport master plan update with the FAA proceeds before or after the development agreement.
Board members asked for periodic updates after council action; the staff member said there was no reason the advisory board could not be kept informed once a selection and any development agreement were no longer in executive session. Staff said Julian (staff) and the selection lead would be available to provide updates and timing.
No formal board action was recorded on April 16 to change the RFP process; board members were instructed to complete ranking sheets for applicants and sign them so staff could tally and forward totals to Michelle for council consideration.
