Winnebago County Board approves culvert contract, reclassification and hazard mitigation resolution

At its April 28 meeting the Winnebago County Board of Supervisors approved a contract for precast culverts, corrected a drainage reclassification omission from 2019, adopted a hazard mitigation resolution and scheduled a May 21 meeting on EMS radio concerns.
The Winnebago County Board of Supervisors convened April 28, 2026 and unanimously approved a series of routine and project actions, including a contract award for a culvert replacement project, formal correction of a drainage reclassification and a hazard mitigation resolution.
Supervisor Jensvold, chairperson of the Board, joined Supervisors Durby and Smith in voting to approve the April 21 minutes and the April 28 agenda at the start of the session. The Board opened and closed two public hearings and approved associated actions during the meeting.
On a motion by Supervisor Jensvold, seconded by Supervisor Durby, the Board approved a resolution accepting bids and awarding the contract for Project 95-CO95-2026PRECAST, which will install two 8-by-8-foot precast box culverts to replace a wood bridge north of Buffalo Center on 400th west of 40th Street. County Engineer Scott Meinders and Maintenance Superintendent Ethan Schutter were present for the discussion and the Board authorized the Engineer to execute the contract.
Separately, the Board opened a public hearing on a reclassification report for Drainage District 14, Lateral 4 and 4A. Collin Klingbeil, Engineer, said the 2019 reclassification report had omitted Lat 4A in error; the record was corrected and, on motion of Supervisor Durby seconded by Supervisor Smith, the Board approved the reclassification.
The Board also approved a Hazard Mitigation Resolution on a motion by Supervisor Durby, seconded by Supervisor Jensvold; the vote was unanimous.
Other business included drainage maintenance updates: Kris Oswald, Drainage Clerk, reported a beaver dam in DD 2 on the land of Tom Kingland and said he will contact Helgeson Drainage to arrange removal. Resident Laurence Doden requested a survey of the DD 35 Lateral 12 waterway; the Supervisors, acting as trustees, said they will appoint an engineer to survey the lateral and identify any necessary repairs.
The Board discussed EMS radio-system concerns raised by Buffalo Center and requested a joint meeting with EMS personnel, fire chiefs and communications and E911 commissions at the Nature Center on May 21, 2026, at 6:00 p.m. The Auditor's office also reported receipt of two manure management plans: Eagle 5 (ID #59515) and John Eilertson (ID #61558), both in Winnebago County.
The session was adjourned until 9:00 A.M. on May 5, 2026.
