City Attorney staff presented a voluntary annexation petition from Pappas Properties LLC for two contiguous parcels at 317 and 319 Enola Road. Keith Rigsby summarized the process: the council accepted the clerk's certification that the petition is sufficient, directed staff to publish the required newspaper notice and adopted a resolution calling a public hearing for 6 p.m. on June 1, 2026 in the City Hall Council Chamber.

A councilmember moved to accept the clerk’s certification and later moved to adopt the resolution calling the hearing; both motions passed by voice vote.
