The decision followed a multi‑hour discussion about grid capacity, environmental impacts and whether the city should encourage data centers or other high‑load businesses.
Staff presentation and capacity overview City staff introduced the amendment and said it is intended as a competitive, fairness‑based pilot that would allow Shakopee Public Utilities to offer rate terms comparable to neighboring utilities. Greg Trent, general manager of Shakopee Public Utilities (introduced by staff), outlined the system’s constraints and potential:
• The distribution system can support limited large users today, with staff noting it could likely support up to three 25‑megawatt users system‑wide (three “25 MW” customers on the distribution network) provided redundancy and transmission considerations are addressed.
• Local substations (Dean Lake, Pike Lake and planned East‑side upgrades) limit where and how much additional load can be added without multi‑year transmission and substation projects. Trent said larger or faster projects would need transmission approvals and major capital work that can take years.
Council debate: jobs, rates and environmental concerns Councilors split over the pilot’s risks and benefits. Supporters said the pilot gives the city the ability to attract large employers and capture revenue that could lower local rates over time. Opponents warned that data centers — cited as a likely category of large power user — consume massive electricity, add limited local jobs, create noise and air pollution from backup generators, and can exert upward pressure on residential utility costs during peak demand.
Councilor White voiced environmental and community concerns, noting noise and emissions from backup generators and limited local employment at many data centers. Other councilors raised questions about how the utility would guarantee ratepayer protections and whether the city’s wholesale‑power supplier could offset upward price pressure.
Revenue sharing and competitive parity Staff said larger users would generate more distributed kilowatt‑hours on which fixed utility costs can be spread; part of the pilot’s design includes revenue sharing with the city to capture some fiscal benefit for the general fund (staff cited example revenue‑share mechanics used elsewhere). The utility manager also explained that some of Xcel Energy’s competitive offers create an uneven playing field and the amendment aims to address fairness for the municipal utility.
Vote and next steps A motion to adopt the amendment passed by a 3–2 voice vote (two council members opposed). The council asked staff to return with clarifying language addressing (1) how single‑user caps would be defined (per connection point/building/parcel), (2) how the pilot would protect residential ratepayers from short‑term cost pressure, and (3) the expected sequence and timeline for transmission/substation upgrades if larger customers are pursued.
The amendment does not immediately change the city’s physical grid. It authorizes a pilot framework that would be used in negotiations with prospective large users and requires additional technical study, interconnection approvals and, where necessary, multi‑year infrastructure upgrades.
