Planning commission approves Sky Ranch amendment to allow smaller lots for entry-level housing

The Arapahoe County Planning Commission on Feb. 17 approved a major amendment to the Sky Ranch specific development plan that reclassifies about 25 acres from SF-1 to SF-2, allowing smaller lots and additional duplex product intended to expand entry-level housing options in the community.
Staff from Arapahoe County Public Works told the commission the application, submitted by PCY Holding LLC, meets the county's Land Development Code and conforms to the comprehensive plan and the approved general development plan. "Staff is recommending approval of this application with no conditions of approval," Kat Hammer, Arapahoe County Public Works, told the commission.
Mark Harding, the applicant's representative, said the amendment is intended to increase affordability without creating high-density development. "Sky Ranch has been enormously successful," Harding said, adding that the change targets "entry level product for people in Arapahoe County." He described the change as adding more duplex product and smaller lots while preserving the overall character of the neighborhood.
No members of the public signed up to speak in person, and staff reported no callers or written comments on the record. After hearing staff and the applicant, Commissioner Savi moved to approve the application "based on the findings in the staff report," and Commissioner Miller seconded. The commission approved the amendment on a 6–0 vote.
Because the application is a zoning change, staff noted remaining site-level technical matters (such as subdivision lot configuration and infrastructure) would be resolved in subsequent subdivision review and approvals. The planning commission's action is a recommendation/adjudication step consistent with the county's quasi-judicial hearing process; the amended zoning and any resulting permits will be implemented through the county's development and subdivision reviews.
The commission moved on to the next agenda item after the vote; the Sky Ranch amendment will be reflected in the county's records and will guide subsequent subdivision and building approvals.
