Resident urges county to review Ohio Power Siting Board notice after wind-project RUMA approval

During public comment at the Nov. 25 meeting, Lyme Township resident William Seaman urged the Board of Huron County Commissioners to scrutinize recent activity on a proposed wind project.
Seaman said he is opposed to the project and told commissioners that Ares Management, a New York-based private-equity firm, has shown controlling interest in APEX Clean Energy since 2021. He said the Ohio Power Siting Board posted a notice dated Nov. 21, 2025 that, in his view, indicates an approved RUMA (Reasonable Use and Mitigation Agreement) and that Huron County had not approved a RUMA.
"People in New York and Charlottesville don't care about anyone in this room," Seaman said, urging local officials to be cautious about who does business in the county. He asked the Board to look into why the Power Siting Board signed off on the RUMA and noted the document was posted on the Ohio Power Siting Board's website.
Commissioner Harry Brady said he appreciated Seaman bringing the letter to the Board's attention and expressed disappointment the county had not been notified directly; Commissioner Tom Dunlap asked the county's legal staff to review the posting. Assistant Prosecutor Randal Strickler told the Board he had not yet seen the letter and legal review was requested.
The Board did not take formal action on the wind project during the meeting beyond requesting legal review.
