Board approves hires, watershed engineer and land‑development site work

At its April 20 meeting the Claiborne County Board of Supervisors approved multiple personnel actions and gave staff authority to move forward on several county projects.
Emergency Management Director Mr. Marvin Ratliff asked the board to employ Wanisha Smith as a communications officer at $13 per hour, effective April 27 pending required drug and background checks; the board approved the hire. Ratliff described required FEMA courses and said training can begin online as soon as a hire clears background checks.
The board selected WSP Engineering to serve as engineer for the Willow Watershed project, a federal watershed program administered through the state; Mr. Ratliff said the county could not use its county engineer because the program requires an outside firm from a state‑provided list. “Based on this study … we chose this engineer to do it,” Ratliff told the board; supervisors approved the selection.
The board approved several other hires and appointments: the road department’s request to hire Richard Stark at $12 per hour (effective April 27) and an appointment of Kayla Carpenter as a deputy (board motion carried). The board also approved routine fire department personnel actions including advertising for an administrative assistant and authorizing Assistant Chief Griffin to attend the Mississippi Firefighter Association exposition in Biloxi (May 27–31).
On development matters, Supervisor Odom moved and the board approved allowing the county administrator to advertise for site work to develop property the county recently purchased on Bridwell Lane; members requested a follow‑up meeting with the administrator and the president to define scope and costs. The board also directed attendance and further explanation at a later meeting concerning an apparent contractor deduction and debris removal involving Parks & Recreation.
The meeting concluded with a motion to go into closed session to determine the need for executive session.
