Panel backs bill to limit local delays on road permits for energy projects amid local‑control objections

Representative Jacob Landry told the House Natural Resources Committee HB 595 is intended to prevent unreasonable delay by local governments on permits—especially road permits—that can block or slow natural‑resource projects. He said extended waits for routine local approvals impede operations, delay payments to landowners and reduce tax revenue.
Supporters at the hearing—industry representatives and a Police Jury Association official—said the measure is meant to set a reasonable timeframe for local action and to encourage cooperation, not to strip all local authority. Guy Cormier of the Police Jury Association testified he and parish officials will continue to work with the sponsor to refine language and recommended a practical review period, saying parishes generally want to collaborate but need clarity.
Opponents raised concerns that the bill could vest plenary authority in the state over projects including carbon capture and sequestration, diminishing local citizens’ and governments’ ability to weigh industrial proposals. Chris Alexander of Louisiana Citizen Advocacy Group said the bill "further solidifies the erosion of local governments and local citizens to be able to make determinations about industrial projects." Committee members discussed limiting the measure to road permits and agreed amendments were appropriate.
The committee adopted amendment set 4,188, which inserts a 30‑day deemed‑approved rule for local road permits and narrows the scope to prohibit unreasonable interference rather than broadly preempting local ordinances. Following discussion and witness testimony the bill was reported favorably as amended.
