Huron County commissioners approve claims, budget tweaks, contracts and other routine business
Summary
At the July 15 meeting the Huron County Board of Commissioners approved claims and claims schedules, a set of appropriation adjustments for the Board of Elections, two contracts for electrical work at the Dog Warden exceeding $5,000, an audit engagement letter, a lien satisfaction and a CHIP monitoring letter; a resident raised concerns about septic-system response time.
The Huron County Board of Commissioners handled a slate of routine fiscal and administrative matters at its July 15 meeting, approving claims schedules, intra-department appropriation transfers, contracts for facility electrical work, administrative signings and several grant- and lien-related items.
Commissioner Tom Dunlap moved and Commissioner Bradley R. Mesenburg seconded a motion to certify the claims schedule and authorize the county auditor to issue warrants for payment batches #406043 and #405075 (JPMorgan Chase Bank NA); roll call recorded Dunlap and Mesenburg Aye, Harry Brady Absent. The board also approved Resolution 25-214 to reallocate funds within Board of Elections account #161, including a $4,126.36 transfer from training (account 00350) to other expenses (00475), plus smaller transfers to Medicare and OPERS as noted in the minutes.
Under permanent improvements (Fund #310), the commissioners approved two electrical contracts for work at the Dog Warden: Ohio Edison for $11,329.81 and Stively Electric for $17,252.00. The board approved an Audit Engagement letter from Charles E. Harris & Associates, Inc., and approved a Satisfaction of Lien for Christopher Youngless and Misty Berkshire after review of CHIP documents by county staff and Assistant Prosecutor Randal Strickler. The board also approved the CHIP Monitoring letter of response for the PY2021 grant.
Travel and signings recorded in the minutes include approval of travel for Commissioner Harry Brady to Columbus on Sept. 8, 2025, to attend a CEBCO meeting related to Wellness IQ.
During public comment, Sam Burris of Tiger Road raised concerns about slow response times from the Huron County Health Department on septic-system issues. Commissioner Dunlap said he had met with the Health Department, that the department's board had approved hiring additional staff, and that he would continue to monitor the issue.
Administrator/Clerk Vickie Ziemba reported receipt of a late request from Dina Lukasko, Executive Director of Norwalk Arts Center, LLC, to install and maintain two Ring devices at 22 E. Main Street at the group's expense; the commissioners said they had no objection. Commissioners also discussed grounds maintenance needs between JFS and the jail and at the senior center, and Commissioner Mesenburg reported ongoing work with EMA to improve radio towers for first-responder coverage and updates on paving at the fairgrounds.
