Summary
The county’s IT director asked the board to approve about $550,000 — combining remaining modernization funds and CIP money — to implement a countywide enterprise service management (ticketing) system; commissioners raised questions about procurement, licensing and CIP committee review and indicated support to move forward to budget review.

Arapahoe County’s IT director asked the Board of County Commissioners to authorize reallocation of remaining modernization funds plus unallocated CIP funds to complete an enterprise service management system used for county‑wide ticketing and service requests.
"The total overall is a, 550,000 ask, when you combine what's left over in the modernization, and then what would be asked of the capital," Director Savino said, summarizing the funding request after an RFP and vendor selection process.
Why it matters: commissioners were told the software would be used across departments — including IT, Human Services and the DA’s office — and that the chosen vendor had a lower total cost of ownership compared with an alternative product. IT staff said the request received three of four votes from the executive budget committee and was approved by the CIP committee as part of the 2026 budget.
Budget and procurement questions: commissioners asked about licensing models (prepaid front‑loaded costs versus ongoing fees), long‑term total cost of ownership and whether the CIP committee needed to weigh in on reallocating CIP funds. Finance staff said any award and budget impact would be addressed at the first‑quarter budget review if the board approved moving the project forward.
Board response: commissioners indicated support and signaled the item would return at first‑quarter review for final budget adjustments.
Next steps: if the board approves the reallocation at first‑quarter review, staff will proceed with implementation planning and contract execution.
