Big Water planning commission forwards two ordinances to Town Council

On April 6, 2026, the Big Water Planning and Zoning Commission voted to approve and forward two ordinances to the Town Council: Ordinance 06-2026, which updates Municipal Code 5.07 on Alcohol Beverage Control, and Ordinance 07-2026, which clarifies the authority of the Planning and Zoning Administrator. Both motions were made by Commissioner Nicole Wood and seconded by Commissioner Jack Brisbin; all three members present voted in favor.
The action followed a combined work session and regular meeting at Big Water Town Hall. In the work session commissioners reviewed recent Utah state code changes and discussed a series of planning priorities, including code-enforcement processes, complaint procedures, zoning-map presentation, and draft regulations for RV use. Commissioners and staff emphasized that the Zoning Administrator's role is primarily administrative and that escalation of enforcement is handled by the Town Council and the town attorney.
The Zoning Administrator told the commission the office handled one parcel joinder during the month and that a townhome project will begin its phase 3. The Administrator said staff is working to align local land-use authority with a state code change enacted in November and that SITLA project maps had been provided for commissioners' information.
Commissioners noted enforcement capacity is limited by town finances and discussed improving public communication about the complaint process; the commission agreed complaints must be submitted in writing for staff to act on them. They reviewed a revised zoning map that makes organizational and labeling changes but does not change zoning designations.
