Huron County asks townships to weigh in on wind and solar restrictions under SB 52

The Huron County Board of Commissioners voted Sept. 9 to send township trustees a letter asking for formal guidance on whether the county should restrict construction of certain wind and solar projects under Senate Bill 52.
The letter, signed by the three commissioners, explains statutory definitions for “economically significant wind farm,” “large wind farm,” and “large solar facility” and asks township boards to adopt and return an enclosed template resolution if they wish the county to declare all or part of their unincorporated area a restricted area. The board asked that adopted township resolutions be submitted on or before Dec. 1, 2025.
Why it matters: SB 52 gives county commissioners authority under Ohio Revised Code §303.58 to designate restricted areas that can prohibit specified utility-scale wind or solar projects. The Huron County notice makes clear that the Ohio Power Siting Board would retain final authority if a project files an application.
The letter states that if a township “opposes significant and large wind farms and/or solar facilities in your township,” it should adopt and forward the template resolution; if a township supports development, no action is necessary and future projects would be considered case-by-case. The board included citations to Ohio Revised Code chapters used to define the facility types.
The outreach accompanies routine travel approvals and other business handled at the meeting; commissioners also approved travel to regional and statewide conferences.
