Huron County to administer multiple ODOT-funded bridge and road projects; two bridge bids set for August

The Huron County Board of Commissioners on Tuesday authorized the county engineer to serve as the responsible local public agency for a series of Ohio Department of Transportation (ODOT)-funded projects and approved advertisements to solicit bids for two additional bridge design-build contracts.
Commissioners Harry Brady and Tom Dunlap voted to allow the Huron County Engineer to administer federally and state-funded improvements, including the Peru West Section Line Road bridge replacement (FY2026), Cook Road Bridge replacement (FY2027), Greenwich-Milan Townline Road widening and bridge replacements (FY2027—FY2028), Old State Route 20 bridge replacement (FY2028), a countywide guardrail maintenance project (FY2029), and the Townline Road 198 bridge replacement (FY2029). The action authorizes the engineer to enter into necessary agreements with ODOT and accept program funds on the county's behalf.
Mr. Tansey, representing the engineer's office, told the board these agreements allow the engineer's office to run the projects because it holds the certifications required by ODOT.
The board also approved advertising and letting sealed bids for two design-build bridge projects. The Vesta Road Bridge Design/Build Project (HUR-TR 182-01.16; PID 113802) will be advertised with a bid opening set for Aug. 8, 2025; bid documents are available from the county engineer for a $20 nonrefundable fee and only ODOT-prequalified contractors may submit proposals. The Chenango Road Bridge Design/Build Project (HUR-C.R. 183-00.80; PID 113811) will be advertised with bids due by Aug. 1, 2025 under similar prequalification and prevailing-wage requirements.
Commissioners emphasized procurement requirements: bid guaranties and contract bonds complying with Ohio Revised Code, adherence to Davis-Bacon wage rules, and the county's reservation to waive irregularities or reject bids. The Vesta project owner intends contract completion no later than Nov. 6, 2026.
The board approved the resolutions by roll call; Commissioner Bradley R. Mesenburg was listed absent for some early votes while participating by phone until rejoining the meeting at 9:10 a.m.
The engineer's office will handle next steps, including publishing legal notices on the county website and in a newspaper of general circulation and collecting bids per the advertised schedule.
