Columbiana County Job and Family Services planning appointments, MOU and service contracts approved

The Board of Columbiana County Commissioners approved several items relating to the Columbiana County Job and Family Services (CCDJFS) at the Dec. 17 meeting. The board adopted Resolution #66-2025 appointing members to the CCDJFS Planning Committee for three-year terms beginning Jan. 1, 2026; appointees include Pastor Brian Brown (Lisbon Nazarene Church), Lori Colian (Columbiana County Mental Health Recovery Services Board), Roger Sikorszky (Columbiana County Counseling Center), Tracy Smith (CCDJFS, AFSCME Union Representative) and Kimberly Steele (Kent State University–Salem).
The board also adopted Resolution #67-2025 approving and signing a Memorandum of Understanding to address child abuse and neglect. Commissioner Ginter moved and Commissioner Paparodis seconded both resolutions; each passed unanimously.
Ms. Ketterman presented and the board approved multiple vendor contracts to provide services for CCDJFS in 2026: a vehicle-detailing contract with Show Speed Detailing (shared cost pool; ceiling $10,530.00); a Respite Day Camp contract with Ohio State University Extension Office (funding: SCPA and Chaffe; contract period 1/1/2026–12/31/2026; ceiling $42,041.11) intended to support foster children aged 14 and older; and an interpreting services agreement with the Community Center for the Deaf (also known as Youngstown Hearing & Speech) to provide interpreting for all three CCDJFS divisions (no ceiling specified). Ms. Ketterman also presented a travel authorization summary for CCDJFS for CY 2025.
What this means: appointments and the MOU set the CCDJFS planning structure and collaborative framework for child protection work, while the vendor contracts secure service providers for vehicle maintenance, respite programming for older foster youth and interpretation services for clients.
Votes and next steps: Resolutions #66-2025 and #67-2025 and the listed contracts were approved unanimously; departments will execute contracts and implement programming as detailed in the agreements.
