Huron County OKs $1.009 million airport lighting contract and several budget moves

The Board of Huron County Commissioners awarded the bid for the Huron County Airport “Reconstruct Runway 10/28 Lighting, Reconstruct Airport Beacon, Reconstruct Airport Lighting Vault and Reconstruct Taxiway Lighting” project to Jess Howard Electric for $1,009,076, based on a recommendation from the project engineer, Richland Engineering. The award is contingent on receipt of FAA AIP and BIL‑AIG grant funding. Commissioner Harry Brady moved the resolution; Commissioner James R. Morgan seconded. The vote was recorded as Aye — Harry Brady; Aye — Tom Dunlap; Aye — James R. Morgan.
In separate financial actions, the Board adopted a $40,000 transfer from the Transfer Out account (#099) into the Prosecutor Title IV‑E Fund (#162) to fund an assistant prosecuting attorney position under the interagency agreement with the Department of Job and Family Services/Children Services Agency. That resolution was moved by Brady and seconded by Morgan and carried unanimously.
The Board also approved appropriation adjustments in the Mental Health Fund (#100), moving $1,917.08 from the MHAS Contract Repairs account (00275) to MHAS Equipment (00200). The Auditor’s office will make the required journal entry.
Two appointments were confirmed by resolution: Commissioner Tom Dunlap was named the alternate Region 19 representative for Huron County, filling a vacancy left by a resignation, and Commissioner James R. Morgan was appointed as the County Commissioner statutory member of the Huron County Land Reutilization Corporation, as required by ORC 1724.03(B). Both appointments were adopted unanimously.
The Board certified the claims schedule and payment batch #412106 to the Huron County Auditor per Ohio Revised Code procedures and approved travel for Commissioner Brady to attend the OPTA Conference in Columbus Nov. 19–21, 2025. Public comment was solicited at 9:05 a.m.; no members of the public spoke. The meeting adjourned at 9:07 a.m.
