Jackson County commissioners approve appropriations, reimbursements and award Springer Road bridge contract

The board, with Commissioner Paul Haller absent, recorded roll-call votes of Jon Hensler Yes and Donnie Willis Yes on each matter.
Key actions approved included an $8,083 appropriation for Search & Rescue equipment and an $8,000 appropriation for the Local Emergency Planning Committee (LEPC). The board also approved a $213,131.68 reimbursement transfer from OEMA into the motor-vehicle garage trust grant reimbursement account and smaller reimbursements including $1,464.32 for indigent applications and a certificate transfer totaling $2,944.27.
The board approved Resolution #27-26 formalizing the Oak Hill annexation transferring territory from Jefferson Township to the Village of Oak Hill in relation to an outdoor classroom. Commissioners also approved paying county vouchers, as moved and seconded in open session.
In procurement actions, the board recorded bids opened for the Springer Road Bridge Replacement Project and approved Resolution #29-26 to award the contract to Axis Civil Construction, LLC for $773,525.00. The county posted four bids at the opening: Axis Civil Construction ($773,525.00), DGM, Inc. ($774,814.00), George J. Igel & Co., Inc. ($796,541.05), and Shelly & Sands, Inc. ($825,220.00).
Separately, the board proclaimed February as American Heart Month in Jackson County (Resolution #30-26) and recognized staff attending from Holzer Medical Center/Clinic, including Lori Cremeans, VP of Operations, and several cardiopulmonary staff.
All recorded motions and resolutions in this meeting carried by roll-call votes with Hensler and Willis voting Yes and Haller recorded Absent. Two executive sessions on personnel matters were convened during the meeting; the board reconvened both times with no formal action taken.
