Committee debates consolidating employee policies, reporting of unsatisfactory evaluations and 'political activities' language

The legislative and policy committee on May 4 reviewed a package of employee-policy revisions intended to consolidate staff-related rules into a single '300' section and add updated regulations on evaluation procedures.
Administration proposed Policy 3-13 (evaluation of district employees) and Regulation 3-13a to clarify objectives, procedures and a differentiated supervision model. Board members questioned proposed deletions of language that would have required the board to be informed of unsatisfactory evaluations. One member said they could not recall receiving notice of an unsatisfactory evaluation in five years of service; administrators replied unsatisfactory ratings can be triggered in different ways (for example, two 'needs improvement' ratings may lead to an unsatisfactory) and that the district already files summary evaluation data annually with the state. A member suggested the board receive an anonymized summary (counts by category) rather than individual names.
Committee members also debated replacing the term 'campaigning' with the broader term 'political activities' in policies 3-19 and 3-21. Several members warned the broader term is susceptible to subjective interpretation and asked legal counsel to return with clearer definitions and examples (for instance, how to treat polling-place activity or classroom displays). Administration said the language was recommended by the district’s policy legal counsel but agreed clearer definitions would help.
The committee also reviewed Regulation 701b (change-order process), proposing that during summer months the owner/administration may approve change orders up to the lesser of $100,000 or 20% of the base contract so projects are not delayed when the board is not in session; members asked for a clearer definition of 'owner,' notification procedures and limits to avoid unexpectedly large increases.
The committee moved Policy 3-33 (professional development) to the full board for first reading and agreed to bring amended language on evaluations and political-activities definitions back to committee for revision.
