County to apply for $50,000 state land‑use planning grant to update 2017 plan

Judy Lykins and Kelly Mann of the Huron County Growth Partnership asked the Huron County Board of Commissioners on Feb. 24 to authorize the county to submit a $50,000 Land Use Planning Grant application to the Ohio Department of Agriculture to update the county’s comprehensive land‑use plan (last updated in 2017).
Lykins said the grant would fund a strategic land‑use planning process led by the Huron County Planning Commission in partnership with Soil & Water and HCGP, with Mannik & Smith serving as consultant. "The match for this grant is only 10% of the $50,000 and can include in‑kind matches like staff time," Lykins said, and she noted that HCGP‑Charities would serve as fiscal agent and prepare quarterly and annual reports required by the grant.
Because the application required an official county applicant, Clerk/Administrator Vickie Ziemba and Assistant Prosecutor Randal Strickler discussed the need for a memorandum of understanding to clarify the parties' roles; the board recessed briefly so staff and counsel could finalize language. When the meeting resumed the board adopted Resolution 26-064 authorizing the submittal of the application and designating Huron County Growth Partnership‑Charities as the responsible reporting party. The application deadline was Feb. 27, 2026 at 3:00 p.m.
The grant process, if funded, will support formation of a steering committee and stakeholder outreach to ensure representation from rural townships and local organizations. The board’s authorization enables the county to serve as the formal applicant while HCGP‑Charities will manage fiscal reporting and grant compliance.
