Huron County commissioners approve 2026 appropriations, construction contracts and airport grant authorization

The Huron County Board of Commissioners on March 17 certified the county's 2026 appropriations, approved multiple construction contracts and authorized acceptance of an Ohio Department of Transportation airport grant that carries a small county match.
The board certified annual appropriations required by state law totaling $30,572,044 for General Funds and $84,079,073.44 for Other Funds. Commissioner James R. Morgan moved the appropriations resolution; Harry Brady seconded and the motion passed unanimously.
The commissioners approved a $386,953.50 contract award to Senghas Construction for the Sand Hill Road bridge replacement (Resolution 26-078) and a $329,648.00 contract to Denes Concrete, Inc. for the Hartland Center Road culvert replacement (Resolution 26-079). Both contracts were moved by Morgan, seconded by Brady, and carried on unanimous votes.
The board also approved a set of routine yearly vouchers and quarterly payments to local partners: $1,860 to the Huron County Humane Society (26-081); $230,110 to the Ohio State University Extension (OSU/4-H) (26-082); $180,000 to Huron County Soil & Water Conservation District (26-083); $3,400 to the Huron County Fair Board (26-084); $90,000 to Huron County Growth Partnership (26-085); $12,000 to the Huron County Health Department (26-086); and $152,095 for the mandated share to the Department of Job and Family Services (26-087). Each voucher resolution was moved by Morgan, seconded by Brady, and recorded as approved.
The board accepted terms of an Ohio Department of Transportation Office of Aviation grant award for obstruction removal at the Norwalk-Huron County Airport (Resolution 26-088). The grant award is up to $118,750; the lowest responsive bid was estimated at $110,753.75, with eligible costs proposed to be funded 95% by ODOT ($105,216.06) and 5% by the county ($5,537.69). Scott Sparks, identified in the meeting record as the airport manager, was authorized to apply for and execute grant documents; Tom Dunlap was authorized to enter the grant contract and sign related payment documents. The motion carried unanimously.
A claims schedule certification (Resolution 26-077) was approved; roll call on that item showed Harry Brady abstaining while Tom Dunlap and James R. Morgan voted to approve.
The board also approved a proclamation recognizing March as Developmental Disabilities Awareness Month and signed an F-permit for the Willard Athletic Boosters' Dueling Pianos fundraiser. With no further action required, the meeting adjourned at 12:40 p.m.
