Jackson County commissioners approve appropriations, property purchase MOU, sewer participation and other routine business

The Jackson County Board of Commissioners met April 22, 2026, and unanimously approved a series of routine financial and operational measures, including three additional appropriations, several interlocal contracts and a memorandum of understanding for the purchase of property for the county Veterans Service Office.
The board — Donnie Willis (President), Jon Hensler (Vice President) and Paul Haller (Commissioner) — voted unanimously on each item. Commissioners approved additional appropriations for inmate housing ($100,000.00), equipment ($59,085.37) and advertising ($300.00); the transcript does not record who moved or seconded those three specific appropriation motions. The board also voted to pay county vouchers and approved Resolution #90‑26, a contract among the Village of Coalton, Jackson County and the sheriff’s office to provide a part‑time deputy for Coalton from April 22, 2026, through Feb. 28, 2027.
The board accepted a request from the Engineer’s office to impose load limits on five county bridges (Jenkins Alban Road, Buckeye Church Road, Sam Gilliland Road, Myrtle Comer Road and Cheatwood Road) and, at the Engineer’s request on behalf of Coal Township Trustees, renamed a county roadway from Second Street to Denny Street (Township Rd 375A) to avoid duplication of street names. Both actions were approved by unanimous roll call.
Commissioners appointed Phillip Buffington as Commissioner Willis’ proxy on the Jackson County Convention & Visitors Bureau board and approved an amendment to the CVB bylaws that allows a quorum to consist of members present (including virtual participants) and permits official action by majority vote of members present (Resolution #94‑26). Both items passed unanimously.
After an executive session about a possible property purchase, the board approved Resolution #95‑26, a Memorandum of Understanding under which Jackson County will purchase Parcel #H140100015400 from Robert Mayhew for $168,847.74. The Veterans Service Office agreed to reimburse the county the full purchase price on a 10‑year schedule: annual payments of $16,884.78 due each Feb. 1 beginning Feb. 1, 2027. The board recorded the motion and unanimous roll‑call approval.
The board also recognized April as National County Government Month, with county officials in attendance, and approved a Participation Agreement (Resolution #97‑26) enabling the Village of Oak Hill to participate in the PY2025 CDBG program to replace deficient sanitary sewer along Cozy Glenn Road. Oak Hill Mayor Paul McNeal presented that agreement.
Two executive sessions were held during the meeting. The first, entered at 8:34 a.m., included Chief Deputy Scott Conley and Prosecutor Douthett and covered contractual and personnel matters; the board returned to open session at 8:49 a.m. with no action announced. The second executive session, entered at 8:56 a.m., concerned contractual matters and a possible property purchase; the board returned to open session at 9:16 a.m., after which the purchase MOU for the Veterans Service Office was approved.
The meeting adjourned after completion of business. The county clerk/administrator recorded signatures for Donnie Willis, Jon Hensler, Paul Haller and Administrator Carla Marcum.
