Jackson County commissioners approve budget moves, bridge contract and 4‑H proclamation

At their Feb. 25 meeting the Jackson County Board of Commissioners approved multiple budget appropriations, appointed Engineer Melissa Taylor to a regional committee, set a temporary load limit on a Limerick Road bridge, awarded a design‑build Springer Road bridge contract to Axis Civil Construction, authorized a federal project funding application, and proclaimed March 8–14 as Ohio 4‑H Week.
The Jackson County Board of Commissioners on Feb. 25 approved a series of routine fiscal and infrastructure measures, including several supplemental appropriations, a contract award for a bridge replacement and a proclamation recognizing Ohio 4‑H Week.
Commissioner Jon Hensler moved, and Commissioner Paul Haller seconded, to approve the Feb. 18, 2025 meeting minutes; the motion carried on a roll‑call vote with Commissioners Haller, Hensler and Donnie Willis voting yes. The board then approved a string of appropriations: $6.02 to workers' compensation (212-9106-5328.00), $50,000.00 for utilities (101-1200-5319.00) and $73,785.00 for new vehicles (101-1400-5323.00). It also approved a certificate of reimbursement transferring $10,300.00 from 274-0007-4006.00 (LEPC) to 101-1700-5102.00 (Salaries). All votes on those items were recorded as yes by Haller, Hensler and Willis.
Auditor Ridgeway submitted the amended official certificate of estimated resources (Amendment #1) revised by the budget commission and provided sales‑tax receipts for 2026 and 2025 for commissioners' review.
By Resolution #31‑26 the board appointed Engineer Melissa Taylor to serve a three‑year term on the District 15 Public Works Integrating Committee. Per Taylor's request and adopted in Resolution #32‑26, the board also reduced the load limit on bridge C‑25‑6.32 on Limerick Road to 29 tons for two‑axle emergency vehicles and 37 tons for three‑axle emergency vehicles.
In a separate action under Resolution #33‑26, the board approved a design‑build contract with Axis Civil Construction, LLC for the Springer Road bridge replacement. The motion to award the contract was moved by Commissioner Hensler, seconded by Commissioner Haller and approved on a unanimous roll call.
The board also approved Resolution #34‑26 to dispose of an obsolete, broken copier at the engineer's request and Resolution #35‑26 authorizing Grant Writer Phillip Buffington to submit an FY27 Community Project Funding application to Congressman Taylor's office; both passed unanimously.
After a short recess, Commissioner Hensler read a proclamation — adopted as Resolution #36‑26 — proclaiming March 8–14, 2026, as Ohio 4‑H Week and noting that 4‑H supports more than 6 million children nationally and 154,687 in Ohio. Agriculture & Natural Resource Extension Educator Josh Winters and Extension Educator/4‑H Maddie Allman were present for the proclamation.
All recorded votes during the meeting were unanimous in favor unless otherwise noted. The meeting included representation from The Telegram (reporter Alex Shope) and concluded when Commissioner Hensler adjourned the session.
