Jackson County commissioners approve multiple appropriations, contracts and child-placement agreements

Jackson County Commissioners on April 8 approved a slate of budget adjustments, vendor awards and contract renewals, and formalized a cost-sharing arrangement with the county health department for upcoming rabies clinics.
The meeting opened with roll call and approval of the April 1, 2026 minutes. Commissioners then voted to enter an executive session at 8:34 a.m. to discuss contractual and personnel matters with Chief Deputy Scott Conley and Prosecutor Douthett; the board returned to open session at 9:19 a.m. with no action taken.
In a series of roll-call votes after the executive session, the board approved several additional appropriations: $85,361.00 to insurance/building auto (101-2500-5344.00), $4,000.00 for training (284-1400-5325.00), $71,228.00 for new autos (101-1400-5323.00), and $95,948.80 for courthouse capital improvements (101-1200-5321.01). Each motion was made by Commissioner Paul Haller and seconded by Commissioner Donnie Willis; Commissioner Jon Hensler was recorded as absent from those votes.
The board approved Resolution #68-26, awarding the 2024 City of Wellston Street Project to Southern Ohio Trenching and Excavating with the bid amount of $306,972.50. The board also approved participation in the ODOT road salt contracts for 2026 at the Engineer's request (Resolution #69-26) and approved the CEBCO Wellness Grant Agreement (Resolution #70-26).
The board authorized a $2,500 credit card for the Convention Visitors Bureau under Resolution #71-26 and approved a grant agreement with the Ohio History Connection for the Early Salt Works project (Resolution #82-26).
Commissioners also approved a series of Provision of Child Placement Agreements between Job & Family Services and multiple providers (Resolutions #72-26 through #81-26), including Buckeye Ranch, A Place of Hope, UMCH Family Services, New Beginnings Residential Treatment Center, Life Start, A Loving Heart Youth Services, St. Vincent Family Center (Department of Mental Health), Sojourners Care Network, Specialized Alternatives for Families & Youth of Ohio, and Unk's Place. All such motions were made by Haller and seconded by Willis and passed on roll calls with Hensler absent.
The board approved payment of vouchers as part of the regular business agenda.
Two executive sessions took place (one before the appropriations, one later with Dog Warden Jennifer Hughes); both returned to open session with no formal action recorded.
The meeting adjourned at the conclusion of the agenda. The board did not provide additional public comment during the session.
